Whose idea was this Chapel Road mess?

Can anyone give me the name of the person and the department they work for, or the politician and the party they represent, that decided Worthing needed all of the obstructions to the roads (I don't know what they are called but the pavement extensions/road blockages) in the town centre (pictured below) and on the seafront road?

Who is it that thinks they are enhancing the town?

I would really like to know if it is somebody that was voted in or are we paying their wages?

Is it West Sussex County Council or Worthing Borough Council?

I think that along with selling out the town to NCP (it would be good to know specifically who thought that was a good idea, too), it is the worst thing has ever happened to Worthing.
