East Sussex county councillor Roy Martin said he was 'sick' of commuters leaving cars in streets near the town's railway station.
He believes the problems stem from Network Rail not providing a 'proper' car park.
He said: 'It is no wonder the c
ommuters leave their cars at the side of the road.
'But that gives our long-suffering residents a big problem.
'The railways should take responsibility and make sure that parking is provided for their customers.
'With the welcome increase in rail passengers now is the time for them to provide a multi-storey car park.'
Cllr Martin thought the costs of parking should be absorbed in train fares.
A Network Rail spokesman said Cllr Martin's concerns had been noted.
He said: 'We are currently reviewing options at this location in partnership with the local authority and the train operator.
'However, there are a number of site constraints such as tree preservation orders and impacts on adjoining properties.
'These need to be considered before we can establish a viable solution to meet public needs.
'We intend to continue dialogue with the relevant parties.'
