More combined services for Adur and Worthing councils
MORE Adur and Worthing council services could be combined, if proposals are approved.
A report by Jeremy Cook, executive head of legal and democratic services, set to be considered by a simultaneous cabinet meeting on Tuesday, March 29, said the changes would “streamline” decision-making structures.
Proposals include a joint planning committee with separate borough and district-based development control sub-committees.
All functions and services, other than those reserved to full council meetings, will be delegated to joint committees.
Mr Cook said each council would retain its separate identity, sovereignty and the power to set its own council tax, budget, major policies and strategies.
Wherever possible, the councils will work together but each council will ultimately have the right to determine matters relating solely to its borough or district.
“The proposals, if adopted, will make decision-making and the democratic process quicker and more efficient,” said Mr Cook.
Each council will retain a council chamber, meeting rooms and officer presence, within its own district or borough, and a leader and cabinet.
The cabinet, however, will meet only once a year.
Each council will retain its own licensing committee.
Mr Cook said the proposal would result in total savings of £29,180 in 2011/12 and £49,180 in 2012/13.
