Fly-tipping a constant problem

I was interested to read the article by Tim Drew last week.

I live in a road which has a service road behind it, which is freely accessible to all. There are also several twittens. Fly-tipping is a constant problem. I am not sure why, when the tip is very nearby. Five or six large, old TVs have been dumped. The council say we must pay to have them removed. Why should we? They do not belong to any of us, merely to some particularly unpleasant specimen of humanity who choses to dump waste wherever he sees fit.

England is a green and pleasant land but odd corners are defaced by people who are too lazy to dispose of waste.
