Surely, 20mph is plenty fast enough for Worthing streets, but how will it be enforced?
When driving at 30mph, I soon have someone hot on my tail and, when they finally manage to get by at some blind spot where only good fortune avoids an accident, they glare at me as if I am the road hog.
Unless some enforcement measures are taken, the 30-ers will slow down, while the 50-ers will still drive at 50.
Since satnavs warn motorists of fixed cameras, the change will only be effective if plenty of mobile speed traps are introduced. Average speed detectors may also be more effective than fixed cameras, as they oblige motorists to slow down for longer stretches.
