Why not '˜pay public to avoid flytipping'?

I can understand the need to charge for unusually large items that require disposing of, but to put a charge on landfill items such as bags of rubble is surely going to encourage more flytipping.

And with the police force having to make their own cut-backs, they are not going to be able to police the county sufficiently to stop parts of our countryside looking like ‘a tip’ with waste we pay you to manage in our local taxes.

However, it doesn’t seem to be the size of the waste item, more the value. Assuming that this is the case –why not pay the public for some of the items on the list of ‘non-chargeable household waste’ that are to be sold to be re-cycled, to compensate us for the items to be charged for?
