Peck on the cheek olympics

IF Cllr Roberts (It Was Just a Peck on the Cheek, letters last week) had been handing out medals at the Olympics, he could have congratulated the lady winners and kissed them on the cheek (both cheeks) as he hung the medals around their necks and it seems no one would have accused him of disrespectful behaviour on an official occasion.
We saw this happening every day at the medal ceremonies and as yet to my knowledge, no-one has been dismissed.

Who makes the decision as to whether behavior is appropriate or not and in what circumstances?

Such a shame to lose a good councillor.
