IS it the law that is an ass, or simply the apparent leniency in its application ?
Surely, if the police apprehend a perpetrator of criminal damage to another person's property (page 6 story last week), it should not be their role to decide whether that person is prosecuted, or merely handed a caution.

It should be for the magi
strates to determine the gravity factor of the offence.

Where now is the deterrent?

Not so many years ago, an appearance before the magistrates was automatic for such an offence, and doubtless that was in itself a significant deterrent.

In this case, insurance may have covered the damage, but who in the end pays for that?

Yes, you and I, in ever-` increasing premiums.

Where is the justice in that?
