VOTE: Tighter controls for dog owners planned for Worthing

DOG-owners who do not clean up after their pets could face immediate fines under proposals for new dog control laws.
Worthing Borough Council could replace current by-laws with Dog Control Orders by the end of the year, with offenders facing a fine of up to £1,000 or an immediate penalty if they are caught.

The orders will make it an offence to:

  • Fail to remove dog faeces from land open to the public.

  • Permit a dog to enter land from which dogs are excluded.

  • Not keep a dog on a lead in a prescribed area or when directed to do so by an authorised officer.

  • Take more than a specific number of dogs onto public land.


The penalty for committing an offence will be a fine up to a maximum of £1,000, although the opportunity to pay a fixed penalty may be offered in place of prosecution.

Public consultation

The council will soon begin a public consultation on the scheme.

Cabinet member for clean and green environment, Clive Roberts, said: "Although the majority of dog owners clean up after their pets and use the waste bins provided by the council, there is still a persistent anti-social minority who do not.

"There is absolutely no excuse for this totally selfish behaviour and our dog warden will adopt a 'zero tolerance' approach with offenders."

its about time something was done, this has been a problem for years so why has it taken so long for the council to think of doing something .. this is a bit of a no brainer,people who consistently refuse to clean up after there dogs should be fined and banned from keeping dogs in the future, and maybe some community service as well,like for instance ..cleaning up dog mess around worthing,

They should have their noses rubbed into it, the owners that is.
I'm sick to death of seeing dog mess everywhere. Some people are just too lazy and disgusting. They shouldn't be allowed to have pets.

I hope this does help...i'm a responsible Staffie owner who always respects the laws. I always clean up his mess, as it annoys me when i tred in other dogs mess on the pavement and parks and hate that it tars other dog owners with the same brush. Also, there NEEDS to be more control on worthing seafront. You are NOT allowed your dog off the lead when walking on the promendae. I always respect this and only allow my dog off the lead on the beach itself. The other day this out-of-control dog, not on a lead, cam bounding along the promenade and attacked my dog that was on the lead. It was a horrible experience to be in, but there was no one official around to control the situation. I just had to deal with it as best I could

another Nulabour story - surely most of these "changes" are already illegal ?

The thugs with dogs will take no notice- the police to look good in scorecards will arrest the granny with her well behaved ancient companion animal and IF the police do take on the thug then what will happen? - slapped hand and they'll go out and do the same again whilst the granny will be devastated
I agree about ALL dogs being chipped and the dog mess?
what about parents throwing out dirty nappies/ chicken/burger boxes along the A27 for instance?


Give the Police some power and allow them to do their jobs without all these uman rites rubbish/ concerns.
Mainland western european countries don't actually bother with these restraints so why do we - and don't get me started on the gypsy problem ;-)
