Bins across pavements but what else to do?

We have just received a pair of shiny new wheeled refuse bins.

We are instructed to make them available on the kerbside by 6.30am on collection days.

Some residents will have to put them out before retiring, others will not be able to retrieve them until they return from work in the evening '“ bins will, therefore, be left, unavoidably, on the kerbside for many hours.

I understood that it was an offence to obstruct a public footpath, but clearly none of us can comply with the council instructions without doing so.

Are we being driven to criminality?
