EU in or out: Will it boil down to better the devil you know?

When the country holds a referendum on any subject, terms for voting both Yes and No should be explicitly stated.

The Prime Minister negotiated only the terms for staying in the EU, not for the eventuality of leaving.

Therefore, the referendum is intrinsically slanted in favour of one side, especially as many voters are averse to changing from the devil they know, to the devil they do not know.

Referendums should never be organised by the Government.
