How does '˜gap' save Littlehampton from flooding?

I thought the Environment Agency were, by their shoring up of our river bank, saving the town from being flooded. So why has a gap been left in the River Road stretch? I would like to see an explanation for this omission, for it seems to me rather like '˜spoiling the ship for a ha-penny worth of tar' as we used to say. Why has this gap been left?
