Planning explained

LAST week (Herald, March 25), Martyn Booker wrote to express his dismay that no member of the planning committee suggested public opinion as a reason for refusal of the Titnore Woods planning application.

Read Martyn Booker's letter here.

That is because there are limited legal grounds on which applications can be refused.

However, some of the grounds for refusing this application were contained within representations from the public.

I have received repeated requests for a referendum on this matter. Seeking to determine a planning application on the basis of a referendum result would be illegal.

Elected councillors have to act within the planning laws passed by government.

There are local elections due on May 6 and residents may like to ask candidates in their wards to explain the planning process.

When the general election is called, residents may also like to enquire about the planning policy of political parties hoping to form the next government.
