PCSO Gary Morgan said he had spoken to the man and was told that he was clearing woodland near to where he lived and putting the rubbish he had collected onto the land at Highdown Hill to highlight the problem of litter. PCSO Morgan said: “I told him that although his actions may be honourable it was not the best course of action to take. I warned him the council, which owns the land, could prosecute him for fly tipping.”

Worthing councillor Keith Sunderland witnessed the incident and described the man’s actions as laudable but bizarre.
