Do the figures really add up?

I do not really understand the budget stated in a recent article about the provision of iPads to local councillors.

We are told that at £290, they are much cheaper than laptops, which would cost £450.

The figures stated, however, at £20,720 for 37 Worthing councillors and £16,240 for 29 Adur councillors, equate to £560 each.

Is this yet another example of a poorly negotiated PFI deal, like the ones about which we hear where Government departments are paying £20 for lightbulbs?
