Why cut services?

AS far as I can remember, the government instructed local authorities to make cuts in non-essential services and areas and that cuts were most definitely not to be made in front-line services (such as social services and the support of local bus services).

Why, then, are our local authorities cutting essential services?

Perhaps the local authority would like to respond to this, publicly, and show us where they have already made savings in non-essential services.

Equally, now that the government as provided us with a set of accounts, showing income, expenditure and the amount of the current debt, will Worthing Borough Council respond by publishing similar set of accounts, so that we all know where we stand?
